Baruch College receives an “A” grade for not having a Bias Reporting System or a Bias Response Team. Bias Reporting Systems and Response Teams are systems or teams of faculty, staff, and sometimes law enforcement.
According to <a href="https://speechfirst.org/bias-reporting-systems/" target="_blank" rel="noopener">SpeechFirst</a>, students are “encouraged to report ‘bias incidents’ to these boards (or teams) in the name of inclusion and tolerance, but it’s often unclear what the school considers ‘bias’ in the first place. Overly broad or vague definitions of bias put all kinds of speech at risk of being reported – even unpopular speech which is protected by the First Amendment.”

In-State Tuition for Illegal Immigrants

Baruch College receives an “B+” grade for the Amount of Foreign Funding Received. According to <a href="https://sites.ed.gov/foreigngifts/" target="_blank" rel="noopener">College Foreign Gift Reporting</a>, the total amount of foreign funding the university has received is $407.81 per current undergraduate student. Oftentimes, foreign parties will convey their influence by funding certain courses, activities, professors, and organizations on campus. In certain cases, universities must abide by restrictions dictated by foreign parties to receive funding. In addition, there have been <a href="https://www.wsj.com/articles/top-universities-took-billions-in-unreported-foreign-funds-u-s-finds-11603226953" target="_blank" rel="noopener">reports</a> that claim that universities underreport foreign funding. <a href="https://weissman.baruch.cuny.edu/weissman-academic-departments/the-department-of-history/department-of-history-faculty/">Johanna Fernandez</a> is an Associate Professor of History at <a href="https://www.baruch.cuny.edu/">Baruch College</a> in New York City. According to her <a href="https://www.johannafernandez.net/">personal website</a>, Fernandez teaches US history as well as the history of social movements.
Riots and Violence 
Fernadez dedicates much of her professional life to teaching students about convicted cop-killer, Mumia Abu-Jamal. A founding member of the Philadelphia Black Panther Party, Abu-Jamal is currently <a href="https://www.washingtontimes.com/news/2019/dec/22/the-never-ending-saga-of-cop-killer-mumia-abu-jama/">serving</a> a life sentence without the possibility of parole for the murder of Philadelphia Police Officer, Daniel Faulkner, in December of 1981.
Despite his conviction, Fernandez maintains that Abu-Jamal is innocent. In an article titled, “Mumia Abu-Jamal: A Black Radical Who Matters For Our Time” for HuffPost, Fernandez <a href="https://www.huffpost.com/entry/mumia-abujamal-a-black-ra_b_6621946">alleges</a> that Abu-Jamal’s trial was “railroaded” by the <a href="https://www.fop.net/">Fraternal Order of Police</a> (FOP) and that Abu-Jamal is innocent of murdering Faulkner. Fernandez further claims that Abu-Jamal’s sentence is proof that the police are attempting to silence Abu-Jamal, as the FOP views him as a threat to their power.
Describing him as a “black prophetic voice,” Fernandez also <a href="https://www.huffpost.com/entry/mumia-abujamal-a-black-ra_b_6621946">states</a> in the same article that Abu-Jamal can serve as an inspiration for today’s social justice activists and young black men. Fernandez predicts that Abu-Jamal’s work will eventually enact a “revolution.”

As the New Jersey-based online newspaper NJ.com <a href="https://www.nj.com/essex/2015/04/nj_teacher_suspended_over_third-graders_get_well_l.html">reports</a>, Fernandez and Marylin Zuniga, a former 3rd-grade elementary school teacher in Orange, NJ and now the Educational Director of the <a href="https://www.myceliumyouthnetwork.org/meet-our-staff">Mycelium Youth Network,</a> assigned students to write “get-well” letters to Abu-Jamal. Fernandez would later write that she personally handed the letters to Abu-Jamal in jail, where Fernandez states that she “shared a touching moment with Abu-Jamal in an effort to raise his spirits.” The Daily Mail <a href="https://www.dailymail.co.uk/news/article-3083563/New-Jersey-teacher-Marylin-Zuniga-fired-letting-students-write-letters-imprisoned-cop-killer.html">reports</a> that Zuniga was suspended and later fired from her position as a teacher by the Orange Board of Education for not seeking approval before having her students write the letters to Abu-Jamal.
